  7.     Haitian boat people may be fleeing political repression,
  8. but they are serving as economic pawns at the same time. As
  9. they try to reach U.S. shores, their plight has driven home to
  10. many Americans the desperate state of Haiti's economy. Which is
  11. exactly what some Haitian business leaders had hoped. According
  12. to an intelligence source, well-fixed Haitians have quietly
  13. encouraged the exodus, even putting up money for the lumber to
  14. build the flimsy boats called "floating coffins." If Americans
  15. are sufficiently moved, these men apparently believe, public
  16. pressure may force the U.S. to lift its economic embargo on
  17. Haiti.
